Although the cable television industry has historically had no formal availability or outage targets, CableLabs conducted a study of local reliability and subscriber tolerance for outages under the auspices of the Outage Reduction Working Group. Its report, published in 1992,5 is discussed in detail in Chapter 9. In summary, the report set an outage target that no customer should experience more than 2 outages in any 3-month period, with a secondary standard of no more than 0.6 outages per month per customer.

As with the telephony target, it is important to review what is included in the definition of an outage:

▪ Only failures with multiple customers are included, which excludes all disconnection, NID, set-top box terminal and internal wiring problems.

▪ Includes failures in a single channel, which includes the headend processing equipment.

▪ Only signal interruptions are included, not reception degradation.

▪ All elements of signal distribution between the headend and the tap are included, including the impact of commercial power availability.

▪ Although this language refers only to outages that are “experienced by customers”, the software that is distributed with the report calculates all outages, and so it can be assumed that customer awareness of outages is not important to the definition, even if the objective is based on customer experience.

▪ The clause “no customer should experience” in the target clearly indicates that a worst case analysis is required, not an average.

Based on an estimated average service restoration time of 4 hours, CableLabs translated 0.6 outages per month into a minimum acceptable availability of 99.7%. Clearly, this standard (which dates back to a time when cable television carried only analog video) is outdated in a world where cable television is the primary provider of both basic telephone and high-speed data services.

The equivalence between individual outages perceived by customers and distribution system outages is tenuous at best. On the one hand, some outages may be detected and repaired without some subscribers being aware of the outage; on the other hand, individual subscribers may have problems at home that would not be included in the previous definition. Nevertheless, CableLabs has chosen 0.6 multiple customer outages per month as a benchmark for modeling distribution system outages. 6

In the field measurement portion of its study, the working group collected actual field failure analysis reports from some of its members and used them to predict the failure rates of certain classifications of components (discussed later) and to develop models that could be used to predict the failure rates of arbitrary network architectures. The accuracy of the raw data used in this type of analysis is limited by the analytical skills of the field technician and its completeness. For example, it is not obvious that a technician might have thought to report a short failure caused by a routine maintenance procedure, or a short power failure that did not trigger the entry of a formal fault report into the dispatch system. Secondly, the data collected, necessarily typical of typical cable systems of the time, did not include modern HFC systems. Finally, cable systems (at least in 1992) routinely reported only distribution system failures, not individual customer failures.

Cable television is an industry and technology that has outgrown its historical name. Modern “cable television” networks are used to provide a wide range of services, including analogue and digital video, digital audio, high-speed data and telephony.

The main distinguishing characteristics of cable television networks are that they involve broadband (typically 0.5-1 GHz total bandwidth), highly linear distribution systems designed to carry many modulated radio frequency (RF) signals with a minimum amount of mutual interference between a central point and many customers, where the signals are delivered via coaxial cables to and from the end equipment. Due to these characteristics, networks are service independent to the extent that they will carry any information that can be modulated on a compatible RF carrier. Modern cable television networks are almost always two-way, make extensive use of optical fiber, and are segmented to allow simultaneous reuse of frequencies in different areas of the network.

Historically, the cable television business has been based solely on the delivery of television programming, and in this respect it has been very successful. As of 1999, nearly 97% of U.S. television households had access to cable television service, and approximately 66 million households subscribed to at least the lowest tier of video service, representing nearly 67% of U.S. television households. 1 Over the past few years, these levels have changed slowly.

Because cable television has been so successful and enjoyed such rapid growth and acceptance, it has spawned competitors in video, including pre-recorded media files, direct broadcast satellite (DBS), streaming video over the Internet, as well as interest from the telephone industry. The increased revenue streams from connected households made possible by diverse service offerings have also changed the economics of the industry to the extent that customers in some markets now have a choice between two cable operators that have built parallel distribution networks serving the same homes. According to common cable industry terminology, the company that builds the second network is known as the overbuilder. Overbuilders may offer services as a second cable television franchise operator or as an Open Video System (OVS) operator.

In the world of high-speed data transmission, and in particular Internet access, the services offered by cable TV operators have evolved alongside other wired and wireless options. For home users, Internet access has historically been provided almost exclusively through dial-up modems directly to Internet Service Providers (ISPs). However, many applications run extremely slow at the data transfer speeds that are possible over a standard telephone connection, and this has led cable companies to develop connection services that run 10-100 times faster. In the competition between broadband service providers, cable television has outperformed its competitors by about 2:1, thanks to a telephone technology known as digital subscriber line.

In offering voice telephone services, it is the cable operator that is the main developer, as residential telephone service was available to virtually every household in the United States before cable television operators entered this market segment. When telephone services are offered by cable television operators, the telephone services are regulated by the same agencies that regulate incumbent telephone companies, resulting in very different regulatory authorities for services that share the same physical network.

The proposed cable telephony has at least two technical versions and two product classifications. Initially, telephone offerings used special signal processing equipment that was carefully designed to meet the high expectations for reliability of this service.

Regardless of how signals are technically processed, cable operators can offer a primary line service or only a secondary line service. Primary line service competes directly with the incumbent telephone operator for all residential telephone services, but it requires that the cable network and equipment meet reliability standards in order to be a “rescue” communication channel for customers in the event of an emergency (while not required by regulators, this voluntary requirement is generally defined as a service that is available at least 99.99% of the time). The secondary line service is inferior to the first line in each home to the incumbent, but competes for additional lines. The assumption is that availability need not be so high, which saves the cable operator capital expenditure on upgrades and allows it to offer a lower price.

The earliest cable systems were essentially strategically placed antennas with very long cables connecting them to subscribers’ televisions. Because the signal from the antenna got weaker as it traveled down the cable, cable TV providers had to insert amplifiers at regular intervals to boost the signal and make it watchable.

In the early 1950s, cable systems began experimenting with ways to use microwave transmitting and receiving towers to capture signals from distant stations. In some cases, this made television available to people who lived outside the range of standard broadcasting.

The addition of CATV (common antenna television) stations and the spread of cable systems eventually led manufacturers to add a switch to most new televisions. People could tune their televisions to channels based on the Federal Communications Commission’s (FCC) frequency allocation plan, or they could tune them to the plan used by most cable systems. These two plans differed in important ways.

In both tuning systems, each television station was given a 6-megahertz (MHz) section of the radio spectrum. The FCC initially allocated portions of the very high frequency (VHF) spectrum to 12 television channels. The channels were not placed in a single block of frequencies, but instead were split into two groups to avoid interference with existing radio services.

Later, when the growing popularity of television required additional channels, the FCC allocated frequencies in the ultra-high frequency (UHF) part of the spectrum. They established channels 14 to 69, using a block of frequencies between 470 MHz and 812 MHz.

Because they used cable instead of antennas, cable TV systems did not have to worry about existing services. Engineers were able to use the so-called middle band, those frequencies that television broadcasts pass through other signals, for channels 14-22. Channels 1 to 6 operate on lower frequencies, and the rest on higher frequencies. The “CATV/Antenna” switch tells the TV tuner whether to tune to the middle band or tune directly through it.

While we’re on the subject of tuning, it’s worth considering why CATV systems don’t use the same frequencies for stations broadcasting channels 1 through 6 that those stations use to broadcast over the air. Cable equipment is designed to shield the signals transmitted over the cable from outside interference, and televisions are designed to receive signals only from the point of connection to the cable or antenna; but interference can still enter the system, especially at connectors. When the interference comes from the same channel that is being transmitted over cable, a problem arises due to the difference in the broadcast speed between the two signals.

Radio signals travel through the air at a speed very close to the speed of light. In the coaxial cable that carries CATV signals to your home, radio signals travel at about two-thirds the speed of light. When the TV and cable signals arrive at your TV tuner a fraction of a second apart, you see a double image called a “halo”.

As the number of programming options increased, so did the bandwidth of cable systems. Early systems operated at 200 MHz, allowing 33 channels. As the technology has evolved, the bandwidth has increased to 300, 400, 500 and now 550 MHz and the number of channels has grown to 91. Two additional advances in technology – fiber optics and analog-to-digital conversion – have improved the functions and quality of broadcasting while continuing to increase the number of available channels.

In 1976, a new kind of cable system debuted. This system used fiber optic cable for the backbone cables that carry signals from the CATV headend to neighbors. The headend is where the cable system receives the program from various sources, assigns the program to channels and retransmits it on the cables. By the late 1970s, fiber optics had advanced significantly and therefore became a cost-effective means of transmitting CATV signals over long distances. The big advantage of fiber optic cable is that it does not suffer the same signal loss as coaxial cable, eliminating the need for as many amplifiers.

Another benefit of switching to fiber optic cable was more opportunities for personalization. Since a single fiber optic cable can serve 500 households, it became possible to target messages and services to individual neighborhoods. In the 1990s, cable TV providers discovered that this same grouping of neighbors was ideal for creating a local area network and providing Internet access via cable modems.
